Chairman Kevin J. Martin proposes that the Commission conclude its
review of the broadcast ownership rules by adopting the regulatory
changes set forth in Attachment A. Chairman Martin proposes the
Commission amend the 32-year-old absolute ban on newspaper/broadcast
cross-ownership by crafting an approach that would allow a newspaper to
own one television station or one radio station but only in the very
largest markets and subject to certain criteria and limitations.
Chairman Martin also proposes that the Commission make no changes to
the other media ownership rules currently under review.

This afternoon, the Senate Commerce Committee approved S.1675, the
Local Community Radio Act of 2007. The bill, introduced by Senators
Maria Cantwell (D-WA) and John McCain (R-AZ), would allow low power FM
(LPFM) stations to operate on channels third adjacent to full power FM
stations.

As you are aware, the recording industry is asking congress to support
creation of a new performance “right” that would require local
broadcasters to pay for the use of recordings when aired on the radio.
No matter what terms they use, this would be a new TAX!
For many years, the record labels and performers have prospered greatly
from the free airplay given by local broadcasters. Through this
airplay, the recording industry has enjoyed increased popularity,
visibility and record sales.

WVAQ-FM Morgantown, WV was named CHR Station of the Year at the 2007
National Association of Broadcasters' Marconi Radio Awards. The awards
were announced Thursday night at the annual NAB Marconi Radio Awards
Dinner & Show held at The NAB Radio Show in Charlotte.
The prestigious awards recognized radio's outstanding personalities and
stations in 21 categories. An independent task force of broadcasters
selected the finalists and ballots were sent to members of the NAB
Marconi Radio Awards Selection Academy in August. The ballots were
tabulated by an independent accounting firm.

The Federal Communications Commission late Tuesday unanimously adopted
rules designed to prevent analog-only cable subscribers from losing
their local TV stations’ signals for three years after the switch to
digital TV occurs Feb. 17, 2009.
The FCC estimates some 40 million TV homes, approximately 35 percent of
the country’s TV universe, are analog-only cable subscribers.
Required by law to make local broadcasters’ primary signals viewable by
all their subscribers, cable operators will be able to choose to either
transmit the digital signal in analog format or assure that all
subscribers have the equipment necessary to view the digital signal.
